Symptoms

• Picture has the same width as frame.

Cause

Embeded picture in EXE/APP. Picture frame in report has set  "If source and frame are different size" to "Scale contents, retain shape" and picture's width is smaller than picture frame's width.

Work arround

Extract pictures out from EXE/APP.
